Ignore files on commit

I would like a way to mark files so that they are not included in the commit. Because sometimes you have versioned files that change but that you really don't want to commit them. In my case a IDE project file. It needs to be versioned since it contains all the build settings but changes made locally to it shall not be commited. (Tortoise SVN handles this with a changelist called "ignore-on-commit").
